Why the "Display of Parameter Configuration Settings" appears only in English, and is no longer used the Dictionary(<ParameterDescriptions>)?

The texts and descriptions of the parameters have been shifted/moved from the Narrative Report Dic to Config.xml. Same for the Descendants Report.
If you already translated the said texts and descriptions in Dic, I suggest you move/transfer your translations to the Config file. You will have to re-adjust some of the descriptions texts.
I also suggest you read the Genopro posting reply Localizing the Report Configuration Settings Popup Dialog for improvement/restructuration to come.
